AIDS, Opium, Diamonds and Empire

Dr. Nancy T. Banks has exploded the myth of the HIV virus in her first book  AIDS, Opium, Diamonds and Empire: The Deadly Virus of International Greed. Not only does she walk her readers through the medical fraud and science behind AIDS but she lays out the modus operandi of “just business” in unequivocal terms of official government policy and programming. The beauty of Dr. Banks’ work is that we have a tool to help deconstruct the other “public health” practices of the 20th century and look at the historical objectives hiding behind the so-called epidemics of the past.
 
Dr. Banks writes, “There is no scientific data validating the contention that what is currently referred to as HIV is, in fact, a virus! …The goal was perception management… [and] the proteins claimed to be specific for HIV are universally present in everyone.” [pp306-308]
   “The fallacy that a hypothetical retrovirus caused AIDS was used as an excuse to use carcinogenic drugs in human subjects to determine whether the loss of function of  T-helper immune cells could cause the development of tumor cells. …AZT was too toxic for most people to tolerate, had no lasting effect on HIV blood levels and left patients with fewer CD4+ cells than they started with..[p254] …AZT has been shown to be maximally toxic to the energy producing intracellular organelles called mitochondria. [p256]
   “AIDS is a free radical and oxidative [plus nitrosative] stress induced condition that appears more easily in people with malnutrition… AIDS is really not an immune deficiency but an energy deficiency..[p257] …The mitochondrian is also the major organelle that helps to control the redox potential of the cell environment measured in millivolts. In living cells, the effective proportion of reduced* substances to oxidized substances is called the redox balance.  …[O]xidative damage to mitochondrial DNA and to energy production enzymes inhibits the production of ATP… With less energy available the cell has three options: cell death, cell degeneration as occurs in disease states, or cell transformation as occurs in cancer..[p219]
   “With the prodigious help of the FDA, Burroughs Wellcome was about to make enormous profits by planned human experimentation of a drug known to cause AIDS and cancer. [p255]”
   “The mitochondrial stress effects of this drug [AZT] are analogous to the effects of nitric oxide (NO) radicals..[p262] …Microbes and humans possess the same type of eukaryotic cells. If a drug attacks the metabolism of the microbe, it also has the possibility to attack the metabolism of the human, and a range of antibiotics have been shown to do just that. However, the microbes have a distinct advantage. Because of evolutionary biology and their short life cycles, they have the ability to adapt to hostile environments faster than humans. Many of the drugs humans create to kill microbes end up killing themselves. [p263]”
   “Cells communicate by means of viral-like particles, electric currents, chemical emission, photons, and magnetic fields. There are about 100,000 reactions per second in all of our cells… Cells also make particles that travel through extra-cellular space to other cells, not to attack them, but to pass on information. The little particles have become known as retroviruses [p53]. …retroviruses do not kill the cells in which they reside as HIV/AIDS proponents claim that HIV does to T cells [p55].
“…when independent researchers were finally able to get access to [Robert] Gallo’s original research, they discovered that no virus was found in any of Gallo’s patients– only antibodies against something he was calling HIV. Antibodies are traditionally a sign that the immune system has rejected the virus. Gallo turned the function of the immune system upside down, and the medical community let him get away with that nonsense for three years before they began to speak out. He made the world believe that having immunity to a virus would lead to a disease [p56].”

“…there has been a huge increase in the number of genetic defects found in patients with mitochondrial disorders and..the true impact of mitochondrial disease is only just becoming apparent… mitochondrial diseases are far more common than was anticipated. [p265].
   “…chronic deficits in the more efficient mitochondrial oxidative metabolism are factors in the development of many chronic diseases [p57] …Otto Warburg’s work suggests that malignant growth might be caused by a decrease in mitochondrial energy metabolism paralleled by an increased glycolytic flux. The new research suggests that it is not so much the increase in glycolysis that may be the primary cause of malignant growth but the reduced efficiency of mitochondrial energy conversion as the result of oxidative/nitrosative stress. Numerous cancer specimens exhibit mitochondrial DNA deletions, reduced mitochondrial content, altered mitochondrial morphology and impaired oxidative capacity as well as an increase in glycolytic rate and lactate production. What is becoming imminently more difficult to suppress is the evidence that impaired mitochondrial metabolism, and specifically the Krebs cycle activity, may promote malignant growth… No virus need apply. [p58]”

I chose the quotes above for my own purposes in augmenting medical science articles on this blog, but as the book title anticipates, Dr. Banks has written a connect-the-dots model of the geopolitical usefulness of disease and the perception of disease. I could as well quote statements about history, finance, and power relationships from this book. Adding one more quote from the opening paragraph of Chapter 1:
“It is a great mistake to think that wars only concern armies, regulars or guerillas involved in active engagement… The real forces of evil wage another kind of warfare…[that is] principally financial. The dark princes of debt finance have gained practically unopposed leverage over every important social, economic and political institution, including and especially the healthcare delivery system.”
…point taken. Elaborating on how the medical system is “especially” integral in the military-complex is an objective here. It’s rare to find a medical expert who is able and willing to articulate such a broad context on the record and treat of so many aspects in detail.

Molecular Vision: Rockefeller Science

During the 1930s a new biology came into being that by the late 1950s was to endow scientists with unprecendented power over life. These three decades culminated in…the cognitive foundations for genetic engineering. Scientists could now[by the ’50s] manipulate genes on the most fundamental level and attempt to control the course of biological and social evolution; they laid claim to “the secret of life”. …As has been well documented, the Rockefeller Foundation served as the principal patron of molecular biology from the 1930s to the 1950s; Caltech [was] a primary site for implementing the Foundation’s project“…
 
>>These are the opening words in a book by Dr. Lily E. Kay called “The Molecular Vision of Life ; Caltech, the Rockefeller Foundation, and the Rise of the New Biology“, published in 1993 by Oxford University Press. Lily Kay’s book, her first of only two, is scarce and expensive. A used hardcover will cost you $300. Kay passed away in 2000 at age 53 and I wonder if her book is now appreciating like a piece of art. One suspects she was a consummate insider participating in the abstraction of scientific history. She wrote that the Rockefeller-created field of molecular biology was the incarnation of redirected eugenics which was “animated by a potent conjunction of Protestant values and technocratic visions” [p10] making clear that its purpose was “to control biological destiny” [p17]. To prove her point naming giants in the field with Protestant bona fides, still with great subtlety, however, like a code running through the text, Lily Kay coaxes a truer sense of ‘values’ from her subject than she perhaps intended. Her Protestants are tainted, weak, ‘old school’ and “not religious” (a “not religious” Protestant is no Protestant at all) and these leading personalities were beholden to their advisors and collaborators. Much in the way that Kay wrote “Scientists could now manipulate genes…they laid claim to ‘the secret of life'”, it was the scientists who were Lily Kay’s heroes. They were the creators and they made it all possible by devotedly navigating their special ideas through the turbulence of rough political times. The Molecular Vision’s retrospective abruptly ends for its readers in 1955, the year that polio vaccine set a precedent in public medicine.  
You may guess that the social and biological destiny of mankind was at hand.
 
 
They intended to create a new science of life [p6]…The new biology not only reflected the particular bias of its principal architects –physicist Max Mason and mathematician Warren Weaver– but the more general bias of a technocratic elite who had dominated American culture during the 1920s…
Conceived during the late 1920s, the new agenda was articulated in terms of the contemporary technocratic discourse of human engineering… the new biology (originally named “psychobiology”) was erected on the bedrock of the physical sciences in order to rigorously explain and eventually control the fundamental mechanisms governing human behavior”[p8]
 
A concerted physicochemical attack on the gene was initiated at the moment in history when it became unacceptable to advocate social control based on crude eugenic principles…
Time was seldom a deterrent for the visionaries of the Rockefeller Foundation..[which] had been the main force behind the development of the social sciences in America..[p9]
Programmatic statements, reports, and memoranda from the various Rockefeller divisions attest that on social and ideological levels there was no fundamental separation of purpose between the heads of corporations and the leadership of the Foundation.” [p10]
>> The Rockefeller method of building a science establishment depended upon creating a “hegemonic bloc” in the period between 1913, when the RF received a Congressional charter, and 1933, when the program goals were “fully articulated”. Despite what Kay called “echoes of minor dissent” [p28], we are told that “these voices of dissent..did not represent the majority of academic scientists who kept knocking on the foundations’ gates… The efforts of this group came to fruition after World War I“.  I’ve posted a sketch of the Rockefeller Institute for Medical Research (RIMR) at www.polioforever.wordpress.com/rockefeller-institute/  . “Fruition” entailed the significant marriage of the RIMR to the U.S. military, accomplished during the Spanish Flu of 1918-1919 when the epidemiologic investigation centered in New York City. The RIMR, under the leadership of Simon Flexner,  earned its stripes as a flagship institution in the 1916 polio epidemic which spread widely across the states claiming 27,000 victims. One third of them, 9,000 cases, were reported in NYC. At that time, and for the next several decades, Simon Flexner and the RIMR were the principal researchers of polio. Polio is only superficially addressed in “The Molecular Vision”, appearing briefly as another pressing dilemna by mid-century, but in the wider context of Rockefeller science, it stands out like a red thread on a blue field. Its causes are acute radiation and chemical poisoning.
Look to the link for a list of RIMR staff presidents. See if you can find a Protestant. This was Rockefeller’s primary pool of “advisors and collaborators”. 
 
A cursory glance at Caltech during the 1930-1950s reveals that the Institute nutured some of the most important ‘founding fathers’ of American molecular biology [a]ll supported by the Rockefeller Foundation [p12]… Caltech, of course, was not the sole center for the new biology… A survey of the Foundation’s annual reports from 1930 to 1955 reveals that the Foundation supported molecular biology projects in scores of elite institutions but invested the largest sums in six… In accord with its long-standing policy of supporting the strong –“making the peaks higher”– the University of Chicago, Caltech, Stanford, Columbia, Harvard, and the University of Wisconsin most consistently received grants [p13]…
…the Foundation’s support of Chicago equaled that of Caltech [p14]… Chicago’s genetics [research] had a strong focus on populations..[with biology] under the leadership of Paul Weiss…[and] by the late 1920s, Caltech formed the hub of America’s scientific establishment” [p15]
 
“[T]he Rockefeller Foundation’s “Science of Man” agenda.. linked the particular forms of social control sought by that agenda with the specific kinds of control supplied by the new biology… Greatly influenced by Jacques Loeb’s project, which had adopted the engineering standpoint toward the control of life, the Rockefeller Foundation officers and their scientific advisors sought to develop a mechanistic biology as the central element of a new science of man whose goal was social engineering… The life sciences aimed to map the pathways in the molecular labyrinth of the human soma and psyche in order to control biological destiny.” [p17]
Not all branches of science were equally relevant to the pressing problem of social control, however. During the 1920s, under the leadership of Wickliffe Rose, the [RF] International Educational Board directed its resources to the physical sciences –grants for the rehabilitation of European research centers and travel fellowships for chemists, physicists, and mathematicians. Guided in part by Frederick Soddy’s fear of premature use of nuclear fission, [Raymond] Fosdick [future RF president] prophesied doom if the physical sciences proceeded unchecked and the savage was left unrestrained.
…Fosdick’s judgement that overinvestment in the physical sciences merely accelerated the pace of runaway technology and that underinvestment in the human sciences amplified the atavistic social response became the guiding principle in the Foundation’s singular commitment to support the human sciences durng the 1930s.” [p33]
 
>>Was the “fear of premature use of nuclear fission” a problem in the late1920s? Kay is suggestively framing around a hole in history. What else could be as imperative and demanding a driver for a “pressing problem of social control”? Is this a veiled way of discerning early and secretive achievements in nuclear power? It’s rarely brought to our attention that perceived boons to medicine like X-rays were also the first nuclear weapons, “biological” in application and essence.  The achievement of fission led to radiopharmaceuticals in the late 1920s, but did it also lead to controllable “chain reaction”? No new technology was required for this advance. Edward Teller wrote in his Memoirs that Enrico Fermi could have produced chain reaction in 1932, when Teller worked with him, if his theoretical equations had only been right.

Fosdick did not underestimate the opposing forces, however…He had no “illusions as to the speed or ease with which mankind can alter its way of life. There is no royal road to the millenium, no short cut to the Promised Land.” [p36]
>>Raymond Fosdick and his brother Harry Emerson Fosdick both represent what Lily Kay called the “Calvinist ethos”. These brothers were descriptive of “extreme evangelism”. Harry Fosdick was hired by John D. Rockefeller Jr. as the pastor of  the Riverside Church, founded by Rockefellers in Morningside Heights, NY, and opened in October 1930. Publicist Ivy Lee was hired to create a direct mailer promoting “The New Knowledge and the Christian Faith”. Ecumenism and Zionismwere central to the doctrine of the Rockefeller religion.
 
>>The conservative funding policies of the RF for New Biology were couched in terms of ‘stimulus’; money that kept programs afloat while their administrators sought ‘matching funds’ (an idea credited to Julius Rosenwald) and local business support. In the case of Caltech, Lily Kay recounts how the strategic witholding of RF funds prompted an energetic campaign among CIT leadership to creatively solicit support from a wide community of philanthropists and agribusiness. Caltech’s survival required the cooperative financial input of California agribusinesses seeking industry advantages but as Kay points out on page 214, “Caltech’s biology was never intended to play a service role to California’s agribusiness.” The PR spin was delivered in future terms as promises of medical advance for “the welfare of mankind throughout the world” [p219] and the solving of the “problems of medicine“. In the post-WWII era the problems were polio and cancer. The National Foundation for Infantile Paralysis became a generous benefactor to the immunochemistry project at Caltech.
 
“Gone was the rhetoric of biological improvements of the race… Gone also was Caltech’s connection to the old eugenics. With the death of E.S. Gosney in 1942, the trustees of the Human Betterment Foundation (including Millikan and a few Caltech trustees) agreed that the Foundation’s interests would be best served by transferring its activities to Caltech. In October 1943 an agreement was drawn up dissolving the Human Betterment Foundation as such and turning over its assets to the Institute. The Institute, in turn, agreed to use these resources “and the proceeds thereof to establish the Gosney Research Fund, the income from which will be devoted in perpetuity to the promotion of research into the biological bases of human qualities…”. Linguistically watered down from its eugenic potency, the Gosney Fund would support postdoctoral fellowships in “those branches of biological science basic to our understanding of human welfare.” The New York Times too refurbished its prose. The announcement emphasized the medical connection: “$700,000 to Trace Polio and Cancer –Rockefeller Grant is Made for California Institute Research in Molecular Biology”. [pp238-239]
 
In May 1946, physicist Lee DuBridge, protege of former RF president Max Mason, took the presidency of Caltech:
 “DuBridge had built up the ‘Rad Lab’ [at M.I.T.] into the largest single-purpose scientific research plan in history, larger even than the atomic bomb project.” [p235]
 “The Berkeley cyclotron project, financed by the Rockefeller Foundation, was diverted during the war years from its putative medical applications to the production of fissionable material… However, they [the RF] would have preferred to distance themselves from the dubious honor bestowed by Ernest O. Lawrence who unwittingly boasted that “if it hadn’t been for the RF, there would have been no atomic bomb.” [p219]

The Molecular Vision of Life is an insightful book for demonstrating the modus operandi of RF funding policies; conservative, witholding, nurturing, and rewardingly lavish when pleasing, what Lily Kay describes as “mixed”. Like a sociologist interpreting the mechanisms and benefits of Tough Love, Kay points to the collective negotiating endeavors of the scientists to earn their allowances from strict and demanding parents. There was, unspokenly, no reason to expect they would not be bankrolled in the end. Her exemplary choice of Linus Pauling (a flambuoyantly grandiose, nonreligious Protestant) who was harnessed and quartered at Caltech, is emblematic of not only the Rockefeller Foundation style of grooming, but is telling on herself as a visible process of concensus shaping in the creation of history, what I’d prefer to call “distory” for its characteristic distortion and negligence. Kay, no doubt, was keen to master a facility for presentation and reap lavish rewards herself. Interesting, isn’t it, that a daughter of Polish concentration camp survivors who migrated to Israel and then to the United States would posthumously attain the iconic status of the greatest science historian of her generation with so little to show for it? Her statements are powerful, however; the methods sound genuine. Perhaps she was balancing on a razor’s edge. I know nothing about her or the cancer that caused her death, except that she seemed eager and pleased by the spotlight, so much like the Protestants in her book.

According to Charles E. Carlson who is exposing the roots of Christian Zionism, the Oxford University Press created a New York office expressly for selling bibles, in particular the Scofield Bible which was issued c. 1908.
“The North American branch was established in 1896 at 91 Fifth Avenue in New York City to facilitate the sale of Oxford Bibles in the United States. Subsequently, it took over marketing of all books of its parent from Macmillan. This office grew in sales between 1928 and 1936, eventually becoming one of the leading University Presses in the United States. It is focused on scholarly and reference books, Bibles, and college and medical textbooks. In the 1990s, this office moved from 200 Madison Avenue (a building it shared with Putnam Publishing) to 198 Madison Avenue, which was the former B. Altman Company headquarters.”

Caltech, or C.I.T., was founded in 1891 as “Throop Polytechnic University”. Pasadena’s Mount Wilson Observatory, est. 1904, was enfolded by its founder George Ellery Hale (U. Chicago) who joined the Board of Trustees. In 1921, the school was renamed the California Institute of Technology. The biology department was organized under the direction of Thomas Hunt Morgan in 1928. That same year, an endowment by Daniel Guggenheim established the Guggenheim Aeronautical Laboratory (or GALCIT) which contracted Hungarian Theodore von Karman as its director. Caltech and von Karman went on to create the Jet Propulsion Laboratory (JPL) which came under co-management with NASA.
The focus of scientific research at the Institute under Millikan during the 1930s ranged from Drosophila genetics and the biochemistry of vitamins in biology, to the theory of turbulence and airplane wing design in aeronautics; from cancer therapy with radiation and the radioactivity of the light elements in nuclear physics, to soil erosion and the transmission of water from the Colorado River to Los Angeles in engineering; from the application of quantum mechanics to molecular structure in chemistry, to the introduction of the magnitude scale in seismology. An educational institution in name only during the war, Caltech had a war arsenal that included rockets, proximity fuses, the Jet Propulsion Laboratory, and $80 million in federal funds for war-related research and development.” http://nobelprize.org/nobel_prizes/physics/articles/goodstein/

Creation of the Atom Bomb in the mid-20th century followed a forecast made in 1875 when  the Englishman Samuel Tolver Preston, scientist and theologian, published the equation that later became the foundation of Einstein’s Theory of General Relativity (1905). Many researchers speculate that Einstein was a fraud for laying (or accepting) a personal claim on the hard work and genius of his predecessors and peers which included his first wife. His complicity in military research has been veiled to support his public stance as a pacifist. Einstein’s zionism is downplayed by his mainstream biographers but there is no evidence that he was not idealogically complete and commited to the World Zionist cause. In 1921, Einstein made his first trip to the United States with Chaim Weizmann, president of the WZO, to promote the Jewish interests in Palestine and the building of Hebrew University. A legacy of that visit was the formation of a zionist “Physicians Committee” in New York.

   Einstein established a special relationship with Caltech between 1931 and 1933, prior to his permanent U.S. residency in Princeton, New Jersey, at the Institute for Advanced Study (IAS). The IAS was founded by Abraham Flexner and funded by the Bambergers in 1930. Co-incident with IAS’s founding was the construction of Rockefeller Center in NYC. The small town of Princeton was also home to Rockefeller’s Department of Animal Pathology (DAP). DAP infamously developed a human-swine bacterial mutant in 1937, intentionally infecting a herd at one of its experimental (open air) farms that may be the first genuine occurrance of “swine flu” involving human genes.

   Abraham Flexner was the younger brother of Simon Flexner, longtime director of the Rockefeller Institute for Medical Research(RIMR) in Manhattan and also Bernard Flexner who was well known as a leading American Zionist. Abraham Flexner presided over Rockefeller’s General Education Board and helped to co-found premier American medical colleges, such as the University of Rochester (essential to the Manhattan Project) and Vanderbilt medical schools.  He is widely known as the creator of the “Flexner Report” in 1910,  a medical school survey that was used to establish accreditation requirements thereafter. Abraham Flexner counted RF trustees Julius Rosenwald and son Lessing J. Rosenwald among his few lifelong associates, as is commonly found between the “associates”  in the Rockefeller/Carnegie foundation network. Julius Rosenwald specifically reserved a grant-making endowment in 1933 for “cultural” Jewish refugee academics who relocated to the U.S. when the 1933 headlines read “Jews Declare War on Germany”. The Rosenwald Fund was disseminated by the “Emergency Committee In Aid of Displaced Jewish Scholars”. Bernard Flexner was a top officer in this prominent organization, however, it was only one among hundreds of “rescue” operations, notable for its selectivity. A larger relocation effort was launched by the British Academic Assistance Council which was sponsored by governors of the London School of Economics, aided by physicist Leo Szilard (Einstein’s friend) and Churchill’s war counselor, Lord Cherwell, the physicist Frederick Lindemann (founder of Clarendon Lab, Oxford). For new readers, this is a taste of Rockefeller’s web-like infrastructure. The cooperation, hegemony, and concensus platform of the RF was in itself a compartment of a larger global network.

Albert Einstein, incidentally, makes a first appearance in Seymour Hersh’s The Samson Option in a footnote on page 25: “According to Shimon Peres, Weizmann approached Albert Einstein, then teaching at Princeton, and asked him to recommend one of his students to run the [Daniel Sieff] institute. Einstein instead suggested [Ernst] Bergmann, who didn’t get the job [at that time] for reasons not known.” On the following page Hersh writes, from an interview with Herman Mark, “Without Bergmann..there would have been no Israeli bomb:…He was the man who completely understood it [nuclear fission]”. Hersh further adds, on page 44, “Herman Mark explained years later why Ben-Gurion had picked the right man: ‘Bergman was one of the few scientists who saw the lamp and knew how to make a light bulb’…in 1979, Shimon Peres eulogized Bergmann..as one of the seven founders of the State of Israel.” It may have gone unnoticed by The Samson Option readers that Hersh introduced Bergmann’s connection to Einstein buried in a footnote. Einstein, who originally “picked the right man”, surely, knew well of Bergmann’s capacity to build a nuclear arsenal for Israel. Between 1934 and 1936, Einstein’s “patent” partner, Leo Szilard, submitted a nuclear reactor design to the British Admiralty, requiring controlled fission and an earlier-than-advertized apprehension of nuclear power. The significant hole in history that is being skirted by all sources cited here, is that “nuclear options” were secretly tabled many years before the public was allowed to know, obtaining the announcements in the heat of WWII and the “race for the bomb” in which Einstein played a tremendously influential role.

Warren Weaver, who is named above as an ‘architect’ of the RF molecular biology program, became the Chairman of the Salk Institute after his retirement from active service as an RF division president. Popular books that trace the history of Jonas Salk never fail to remark upon the “anti-Semitism” of the Rockefeller Institute (RIMR) where Salk aspired to work in research after his MD residency at Mount Sinai Hospital. Salk was rejected (we can say “distanced”) for better “grooming” but was nevertheless taken well in hand. Salk’s mentor, Thomas Francis Jr., was personally close to the Rockefeller family. Together, Francis and Salk developed flu vaccine for the military under the auspices of the Army Epidemiological Board (AEB or AFEB) during WWII. The war-time AEB was dominated by Rockefeller alumni.

Lily Kay’s first printed words, under Acknowledgements read, “My interest in molecular biology, the science and its history, go back a decade and a half, to my days at the Salk Institute for Biological Studies in La Jolla, California. This inspiring intellectual and physical space..initiated a search for answers beyond the scope of the laboratory. …A Smithsonian Fellowship contributed to this project… A grant from the National Science Foundation has aided the writing, and an Andrew W. One does not need to be a scientist to intuitively understand the potential of  “upward causation”; the molecular equivalent of the “butterfly effect” which posits that even the minutest ‘force’ of a change-agent can be magnified as it transmits a local effect “upward” into a greater sphere of complexity and force. Upward causation in biology is still not well understood according to Kay who wrote, “..the question of how much we can learn about life by examining its building blocks has not been resolved. Mechanisms of upward causation have been remarkably effective for a finite range of biological phenomena but have not effectively explained some of the primary characteristics of life.” [p17]. From the pen of a true-believer, Kay is telling us that Science must be allowed to progress. Kay’s patrons had narrowed their Vision in the past, choosing from the “multiplicity of biological realities..that could have been singled out and promoted by the Rockefeller Foundation during the 1930s.”  But this does not square with the multiplicity of Rockefeller realities. The primary characteristics of life were never to be found in petri dishes or between the sheets of one-inch-square glass. “Theoretical biology” was not to be indulged in on the Rockefeller dime.

On this, at least, the message is discernibly clear: “..a molecular vision of life…is embedded in the matrix that linked the particular forms of social control sought by that agenda with the specific kinds of control supplied by the new biology.”

Climax, Climate and Change in Copenhagen

Americans may not be aware that some of the most progressive environmental legislation ever passed in the US, or in any country, was struck down by the rules of competition from the WTO. PARIS (AFP) – Kicking off with thousands gathering on the steps of Sydney’s iconic Opera House, global warming protests took place around the world Saturday to mark 50 days before the UN climate summit.
From Asia to Europe via the Middle East, activists staged lively events addressing world leaders and to mobilise public opinion around climate issues.
Many waved placards bearing the logo 350, referring to 350 parts per million (ppm) of CO2 in the atmosphere which scientists say must not be exceeded to avoid runaway global warming.
France’s politicians received a “wake up” call from several hundred Parisians who chose clocks as their symbol.
Protesters who met in a central square had set their alarm clocks and mobile phones to ring at 12:18 pm (1018 GMT) in reference to the closing date of the summit, which lasts from December 7-18.
The summit is considered crucial as world leaders will try to thrash out a new treaty to curb greenhouse gas emissions in place of the Kyoto Protocol which will expire in 2012.
However, Danish Prime Minister Lars Loekke Rasmussen said Saturday that preliminary discussions are not moving fast enough for an international decision to be concluded in Copenhagen.
“It is time to give full speed to the negotiations,” Rasmussen said, adding that he wanted a legally binding international agreement to be in place by January.
There is growing concern that a treaty deal in Copenhagen could be hampered by issues including US domestic politics and the problems of securing agreement between developed and developing countries.
Rasmussen underlined that progress had been made on climate issues but that these “key political questions” still had to be resolved ahead of the December meeting.

The Science of global warming has a beginning with the discovery of the ‘greenhouse effect’ , described and published between 1824 and 1827 by Joseph Fourier http://www.globalwarmingart.com/wiki/Wikipedia:Joseph_Fourier  and adopted into a carbon emissions theory almost one hundred years later by Svante Arrhenius. The Swede Arrhenius (1859-1927) is considered one of the founders of ‘physical chemistry’ and co-founders of the Nobel Institutes and Prize, which he then accordingly “[used] his positions to arrange prizes for his friends and..to attempt to deny them to his enemies”. Among Arrhenius’s dubious accomplishments was supporting the creation of The State Institute for Racial Biology in Stockholm which lent scientific aire to the practice of compulsory sterilization in Sweden, lawful to 1975. Fourier’s legacy, however, was to note that “Earth primarily gets energy from solar radiation, to which the atmosphere is largely transparent, and that geothermal heat doesn’t contribute much to the energy balance.”  The current discussions address this disparity between CO2 levels and solar energy inputs, reframing the argument in accordance with the properties of gases and heat transfer, quoting from this website http://wwwgeocities.com/doddssanford@sbcglobal.net/Arrhenius_is_Wrong.html that “Adding CO2 actually will cause trivial global cooling at the surface..”

The uptake of CO2 levels as a demonstration of climate change resurged in 1958 under the watch of the Scripps Institute of Oceanography and its director, Roger Revelle. Scripps is a research institution within a partnership complex of the University of California that supports a large medical services system in San Diego county. Readers who’ve followed my blog stories of ‘polio’ and ‘fallout’ are familiar with Scripps as a key facility of the military-industrial-medical cartel, which includes the Salk Institute and (historically) Los Alamos, N.Mex, weapons lab. Revelle, who married Ellen Scripps, participated in the first peacetime A-bomb tests (in 1946) called Operation Crossroads and in ’58 he supported Charles ‘Dave’ Keeling at the Mauna Loa (Hawaii) observatory as the ‘evidence’ of CO2 emissions was plotted. 1958 became the first International Geophysical Year (IGY) under Revelle’s guidance and it even appears that the University of California at San Diego (UCSD) was founded to develop global warming science. Near the end of Revelle’s official leadership of the Scripps Institute, in 1963, he established the Center for Population Studies at Harvard which took on the academic challenge of ‘World Hunger’, a central issue of global climate change. Revelle returned to UCSD as a professor of climate change, energy development and marine policy and remained a central figure in the Pugwash Conferences and IGY activity until his death in 1991. Climate Change science as we know it now was (likely) hatched by the Big Energy consortium that heard the airing of a report in 1956 by Shell Oil geologist Marion King Hubbert –the Peak Oil report– confirmed as true in 1971, convenient to the first Club of Rome publication “Limits To Growth”. Hubbert, who died in 1989, remained the only source of “factual proof about the case”, according to http://www.princeton.edu/hubbert/the-peak.html , and did not live to see his revised prediction of catastrophic oil shortages by 1995. “In vitro meat” is coming! Not an imitation ‘mock meat’, but real meat grown in the lab that will hopefully appeal to vegans and vegetarians as well as die-hard carnivores. The purveyors of in-vitro-meat are working hard to overcome the obstacles of scale-production, cost and the biological requirements of animal-like texture and taste. wow…The idea of Dutchman Willem van Eelen, who thought it up languishing in a WWII Japanese POW camp, is now a “dream coming true” with the help of the In Vitro Meat Consortium and the U.S. non-profit ‘New Harvest’ organization. All they need are stem cells and support for the research, and by the looks of it, a lot of research help is going to be needed. It’s not only expensive to re-invent nature, it’s tricky.

Jimmy Buffett surely won’t mind me borrowing the title of one of his most famous songs since he is a dedicated fundraiser for ecological causes. And when Utopia comes, well, we’re all hoping for a luscious menu, aren’t we? Nobody I know is very turned on by the the thought of Soylent Green, but eerily, the problems of in-vitro-meat are more Soylent Green-like than we’re being led to expect. Making an industry with in-vitro-meat, however, is a primary and compatible goal of One-Worldism. They know you can’t live on fruit so they’re busily working to solve the problems. “In 2005 the Dutch government granted three universities and a Dutch meat processor owned by Smithfield Foods two million euros over four years to develop Eelen’s idea”, but the leading researcher, Bernard Roelen, has “so far..only produced fat and cartilage” and the only workable nutrient culture-medium is “derived from cow blood” although “alternatives exist but they are far too costly for food production”. So, if the world crises get too pressing and the in-vitro-meat technical problems are solved, but the damned pork/bovine stem cell thing just isn’t happening, what are the chances they’ll choose either ‘mouse’ or ‘human’ and go with a winner?…um, I’d call that an executive business expedient on a need-to-know basis.

In case we forget from day-to-day just how much trouble we’re in, the Scientific American reiterates the U.N.’s position on global warming, “The methane burps of 56 billion farm animals..are a significant contributor to climate change..”

In the mid-1960s, a popular science writer named Gordon Rattray Taylor published a book called “The Biological Time Bomb” aimed at posing the social questions on behalf of the public that advances in science and technology were inevitably to present. If one was suspended in time, the issues appear  contemporary. In other words, the public comprehension is at least forty years behind the technology. This time-gap seems nearly about right in other areas of concern besides biology, like weather control and high-energy physics. Things like in-vitro-meat sound like solution-oriented applications of benevolently motivated activists, but this is last-stage accomplishment in the creation of genuine cyborg and synthetic lifeforms and the public discussion has completely missed the proper communication of micobial intelligence.

Mr. Taylor saw Transhumanism coming, and so did the biologists even decades before him. Knowledge about our general intelligence and the mechanisms of memory and learning have a structure encoded in the genetic matrix. Taylor highlighted the ‘chemical’ nature of memory and the promising researches done up to his publication indicating that RNA is the repository of memory, or its facilitator. Memory, in these terms, is described as a characteristic quality dependent on protein synthesis. RNA injection and interference experiments bore out significant impacts on memory and learning. How this relates to human diet is not directly addressed but he does not skip the issues of cannibalism that were part of this experimental milieu, stating that in a lower species “sensational” results of enhanced learning were displayed by cannibalistic feeding. Ohhh….ecologically responsible Smart Burgers. I can see it now, after the culling of course.

ONE MEDICINE


The agencies that are managing the current swine flu plan-demic are promoting the program of One Medicine: the merging of human and veterinary treatment protocols for “integrating control of disease…in a quest for more knowledge in management of populations.” [quoted here, http://www.vetmed.ucdavis.edu/mpvm/newsletter.pdf] One world, one system, and One Medicine.

With this view in mind, the swine flu pandemic is an opportunity to test the current status of the human population for genetic modifications already accomplished over decades of inoculations and treatment with animal-based DNA products. Statistics provided so far from military flu surveillance and the outbreak in Mexico are showing that approx. one-third of younger people (under age 40) in North America carry the zoonotic AH1N1 flu genes, that manifest in the case of illness. I can only speculate at this point what the true intentions of differentiated batches of vaccines are meant to do, but it does seem clear that One Medicine seeks to adapt the coming generations to universalized protocols.

At the other end of this spectrum are the genetically modified animals such as these dairy goats developed at the University of California at Davis –GMO goats, http://www.ucdavis.edu/spotlight/0609/better_milk/index.html?homeflash=true, modified with human genes to give human qualities to their milk. The soft-sell is always about the usefulness of these “agricultural products” (goats) in solving human problems. The reality is that forced genetic modification is dissolving important species barriers, and human beings themselves will simply become two-legged livestock.

As if this is not spooky enough, a news story today (video found here, http://gmy.news.yahoo.com/) titled “Expecting two, but not twins” reports that a human mother is having a ‘rare’ multiple pregnancy “like animals have”. According to this report, only 10 such pregnancies in humans have ever been recorded. This story, in symbol if not in substance, reminds me where this is going…..

U.S. Victory for Forced Vaccination

 

In 1905, the U.S. Supreme Court upheld the right of the States to pass statutes instituting compulsory vaccination in the case of Jacobson v. Massachusetts. http://supreme.justia.com/us/197/11/case.html, excerpts below: 

[The defendant, Mr. Jacobson, refused to be vaccinated (for smallpox) by the local Massachusetts authorities in 1902, offering to] “prove that vaccination ‘quite often’ caused serious and permanent injury to the health of the person vaccinated; that the operation ‘occasionally’ resulted in death; that it was ‘impossible’ to tell ‘in any particular case’ what the results of vaccination would be or whther it would injure the health or result in death; that ‘quite often’ one’s blood is in a certain condition of impurity when it is not prudent or safe to vaccinate him; that there is no practical test by which to determine..whether one’s blood is in such a condition; that vaccine matter is ‘quite often’ impure and dangerous..; that the defendant refused to submit to vaccination for the reason that he had ‘when a child’ been caused great and extreme suffering for a long period of time by a disease produced by vaccination, and that he had witnessed a similar result of vaccination not only in the case of his son, but in the cases of others.”

The previous decision made by the Massachusetts Supreme Court found that Jacobson had not proved these offers and “the defendant did not offer to prove that, by reason of his then condition, he was in fact not a fit subject of vaccination at the time he was informed of the requirement of the regulation adopted by the Board of Health”. The new decision before the U.S. Supreme Court was neither to prove or disprove the efficacy of vaccination, but to determine the right of the State to pass its own statutes of public health.

The document webpage above from Jacobson’s case records that, in the lower court trial, the “defendant refused to be vaccinated…the defendant made numerous offers of proof. But the trial court ruled that each and all of the facts offered to be proved by the defendant were immaterial, and excluded all proof of them. The defendant..asked numerous instructions to the jury, among which were the following: That ..of the Revised Law(s) of Massachusetts was in derogation of the rights secured to the defendant by the Preamble to the Constitution of the United States…That the section referred to was in derogation of the rights secured to the defendant by the Fourteenth Amendment…especially..of the clauses of that amendment providing that no state shall make or enforce any law abridging the privileges or immunities of citizens..nor deprive any person of life, liberty or property without due process…nor deny to any person..equal protection of the laws…”. A verdict of guilty was returned…The case was then continued for the opinion of the Supreme Judicial Court of Massachusetts. That court..sustained the action of the trial court.

Supreme Court..delivered the opinion]..Although the Preamble indicates the general purposes for which the people ordained and established the Constitution, it has never been regarded as the source of any substantive power conferred on the Government of the United States or on any of its Departments…The Supreme Judicial Court of Massachusetts said in the present case: “Let us consider the offer of evidence which was made by the defendant Jacobson…which he offered to prove as to what a vaccine consists of, is nothing more than a fact of common knowledge upon which the statute is founded and proof of it was unnecessary and immaterial…his personal opinion, which could not be taken as correct..[and] could not affect the validity of the statute nor entitle him to be excepted…

The other eleven propositions all relate to alleged injurious or dangerous effects of vaccination. The defendant offered to prove or show by competent evidence these so-called facts. Each of them  in its nature, is such that it cannot be stated as a truth, otherwise than as a matter of opinion. The only ‘competent evidence’ that could presented to the court..was the testimony of experts giving their opinions. It would not have been competent to introduce the medical history of individual cases. [The judges] would have considered this testimony of experts in connection with the facts, that for nearly a century most of the members of the medical profession have regarded vaccination, repeated after intervals, as a preventive..while they have recognized the possibility of injury to an individual…risk of such an injury too small to be seriously weighed as against the benefits…If the defendant had been permitted to introduce such expert testimnoy as he had in support of these several propositions, it could have changed the result.. [but] would not have justified the court in holding that the legislature had transcended its power in enacting this statute.

The authority of the State to enact this statute is to be referred to what is commonly called the police power –a power which the State did not surrender when becoming a member of the Union under the Consitution. [This court]..has distinctly recognized the authority of a State to enact quarantine laws and “health laws of every description”… The defendant insists that his liberty is invaded when the State subjects him to fine or imprisonment for neglecting or refusing to submit to vaccination; that a compulsory vaccination law is unreasonable, arbitrary and oppressive, and therefore hostile to the inherent right of every freeman to care for his own body and health in such a way as to him seems best, and that the execution of such a law…is nothing short of an assault upon his person. But the liberty secured by the Constitution..to every person..does not import an absolute right in each person to be, at all times and in all circumstances, wholly freed from restraint. There are manifold restraints to which every person is necessarily subject for the common good. On any other basis, organized society could not exist with safety for its members. Society based on the rule that each one is a law unto himself would soon be confronted with disorder and anarchy…This court has more than once recognized it as a fundamental principle that “persons and property are subjected to all kinds of restraints and burdens in order to secure the general comfort, health and prosperity of the State…”

Applying these principles to the present case…[the] authority to determine for all what ought to be done in such an emergency..was appropriate for the legislature [and] a Board of Health..because of their fitness to determine such questions…[A] community has the right to protect itself against an epidemic of disease which threatens the safety of its members..[and] to affirm..the methods most usually employed to eradicate that disease…[This] court recognized the right of a State to pass sanitary laws, laws for the protection of life, liberty, health or property within its limits, laws to prevent persons and animals suffering under contagious or infectious diseases, or convicts, from coming within its borders….[It] was the duty of the constituted authorities primarily to keep in view the welfare, comfort and safety of the many, and not permit the interests of the many to be subordinated to the wishes or convenience of the few.

An American citizen..may..be held in quarantine against his will…he may be compelled, by force if need be, against his will and without regard to his personal wishes,..pecuniary interests, or even his religious or political convictions, to take his place in the ranks of the army of his country and risk the chance of being shot down in its defense..

[The vaccination] statute..makes no exception in the case of adults..[and] is equally applicable to all…The latest case upon the subject of which we are aware is Viemeister v. White, President & c., decided very recently by the Court of Appeals of New York…That case involved the validity of a statute excluding from the public schools all children who had not been vaccinated…[text 1=”judgement” 2=”included” language=”of”][/text][/text] “It must be conceded that some layman..and some physicians of great skill and repute, do not believe that vaccination is a preventive…The common belief, however, is that it has a decided tendency to prevent the spread of..fearful disease…While not accepted by all, it is accepted by the mass of the people as well as by most members of the medical profession. It is generally accepted in theory and generally applied in practice..like common knowledge [and] does not require evidence..but may be acted upon without proof by the legislature and the courts”…The possibility that the belief may be wrong, and that science may yet show it to be wrong, is not conclusive, for the legislature has the right to pass laws which, according to the common belief of the people, are adapted to prevent the spread of contagious diseases…practical legislation admits to no other standard…

While we do not decide and cannot decide that vaccination is a preventive.., we take judicial notice of the fact that this is the common belief of the people of the State [and] hold that the statute in question is a health law, enacted in a reasonable and proper exercise of the police power.

Anatomy of an Outbreak

 

Before it slips into popular memory as the first pandemic second-wave outbreak affecting “thousands”, events of Washington State University’s swine flu scare need a closer look. For the benefit of distressed parents, students, and staff, WSU created a blog to keep their community informed, so says the WSU administration, listed here http://hws.wsu.edu/blog/default.asp as a service of the campus Health and Wellness Services, executive director Bruce R. Wright. The blog was initiated on Sept. 1, with the first post appearing as Sept.2.

According to general news reports, such as Sept.7 (http://www.kansascity/440/story/1429055.html) the swine flu was suspected of infecting 2,200 students. Subsequent reports over the next 2-3 days raised the number to 2,600. (http://cnn.com/2009/HEALTH/09/09/washington.flu.university/index.html?… and http://cnn.com/2009/HEALTH/09/10/washington.flu.university/index.html). The end result, if it can be considered ended, is that one person was hospitalized for dehydration and in a statement from Dr. Dennis Garcia, “The symptoms are fairly mild; some people have said milder than a regular case of the flu.” The kansascity.com version (Sep07) is more forthcoming on details than CNN: “About 2,200 students at WSU have contacted the health service so far, and Garcia estimated 1,000 more may have gotten sick…The outbreak at WSU began soon after classes started [Aug24]..and officials at that time thought it might last six to eight weeks, ‘But if this weekend
is any indication, it could be over in another couple of weeks’ Dr. Garcia said.” WSU had been informed to expect as many as 5,000 cases.

The flu blog indicates, in part, the meaning of the 2,200 students who “contacted the health service” and ended up counted as H1N1 swine flu victims. The entry on Sep02, http://hws.wsu.edu/blog/default.asp?Username=healthycoug&EntryID=127 records “in addition to tracking the patients we checked in, we started to track all patient contacts for influenza-like illness. This number would include conversations with our telephone nurse as well as patients who came in, spoke with a nurse, and then decided they could self-care…
   “We had a total of  208 patient contacts yesterday for influenza-like illness (…86 phone nurse conversations, 72 drop-ins who decided to self-care and 50 patients who were seen by providers)…”

As the Sep02 entry notes, all testing had previously been discontinued –in other words, the only specimen tests of the outbreak were taken sometime on or between Aug 25 and Sep 01 when the numbers totalled 400 patient contacts. The other 1,800-2,200 counted by CNN, et.al., had to have come within the next 8 days, which piles on as much as 270 or more cases each day, at a time when the WSU staff was reporting that things were beginning to wane, perhaps 40 to 50 people calling or coming to the clinic.

The CDC’s Morbidity and Mortality Weekly Report has yet to record or report any positive swine flu results from WSU, but as the blog states, “It is also possible to have H1N1 and not test positive for type A influenza. We are treating all patients with influenza-like illness symptoms as if they have H1N1.”

Incidentally, on the CDC’s Advisory Committee on Immunization Practices (listed here, http://www.cdc.gov/mmwr/PDF/rr/rr5810.pdf) Seattle’s University of Washington is the only institution that has more than one person on the committee, and one of them, Kathleen Neuzil, happens to be the Chair of the ACIP Influenza Working Group –just a coincidence. ( WSU is way to the east, on the Idaho border just a few miles from the University of Idaho http://en.wikipedia.org/wiki/Pullman_Washington ) Washington University’s other participant, Janet Englund, was noted last year at the ACIPs Feb08 meeting to have a “conflict of interest” where she was advised to disclose “that she has research support from **Sanofi Pasteur and MedImmune. All other ACIP members present declared no conflicts” according to the CDC. http://www.cdc.gov/vaccines/recs/acip/downloads/min-feb08.pdf (page 7).

Is it reasonable to assume that 1,000 WSU students could go missing 3-5 days without the health authorities or campus staff knowing? The University’s flu guidance page (http://h1n1flu.wsu.edu) recommends under “more flu guidance” that students follow Regulation 73 for Absences which states, “Absences impede a student’s academic progress and should be avoided”, continuing with proceedures on squaring the missing time with instructors, www.registrar.wsu.edu/Registrar/Apps/AcadRegs.ASPX. Given ‘pandemic awareness’ and tracking protocols, does that make sense?

Wash. and Spin, cleaning up the numbers from WSU

Using the given data provided by the WSU Health & Wellness blog, the maximum number of possible suspect cases of flu does not exceed 1,700 right up to the present (Sep18). At the time the AP wire advertised the story around the country, claiming 2,200, (Sep07), the figures out of WSU showed a max. possible of under 1,000. The holiday weekend was still in progress (four days counted, Sep04-07) averaging 50 ‘total contacts’ each day. ‘Contacts’ include the phone-based outreach done by the H&W clinic.

The actual number of students who saw a “provider”, sometimes listed as ‘physician’ (*), is 366 for Sep 1–17. At another WSU blog, http://osa.wsu.edu/pages/publications.asp?Action=Detail&PublicationID=949&PageID=77 , the numbers for August are mentioned on (Friday) 8/28/2009 under Announcements: “The WSU Health & Wellness Services (HWS) staff has seen 179 patients with influenza-like illness since Monday. Of these 179 patients, 32 were tested for type A influenza and 7 of those tests were positive [emphasis on “type A”]. These numbers were gathered from our database and are more accurate than previous estimates. Healthcare providers in the local community have also seen WSU students…but we do not have numbers available…”

The town of Pullman, Wash. is truly an American “college town” with the campus population rivalling that of the locals. Washington State University, founded in 1890, is the state’s original and largest land-grant university, according to the wiki —http://en.wikipedia.org/wiki/Washington_State_University . The Univiversity of Idaho is nearly it’s twin, chartered even a year earlier, with both schools opening their doors to students in 1892- they are also connected by a 7-mile paved bike trail and appear to have some uncompetitive parity of curricula. WSU is by far the dominant ‘tech’ school and research contractor, partnered with US gov’t agencies Dept of Energy, USDA, DARPA, and the CDC with whom it “works closely” on infectious animal diseases. In 2008, WSU received a $25million grant from the Gates Foundation for its Global Animal Health program and hosts the Washington Animal Disease Diagnostic Laboratory. Some of WSU’s notable alumni include Edward R. Murrow, Bill Nye “the science guy”, Timothy Leary, a past long-time San Diego Zoo director, and a leading researcher on “slow virus diseases”.

Global Emerging Infections System

The Global Emerging Infections System (GEIS) was originally created in 1995 by the Office of the Secretary of Defense (OSD), supervised by the Pentagon‘s “top doc”, the Assistant Secretary of Defense (Health Affairs) or as the documents refer to the job, the ASD(HA), when new mandates expanded the military’s Defense Medical Surveillance System beyond its role of managing the Dept. of Defense Serum Repository (DoDSR), itself established to archive the physical specimens of military personnel in the wake of HIV/AIDS. The focus of GEIS is to maintain a worldwide state-of-the-art laboratory network with its partners –the W.H.O., the CDC, and the host nations’ research infrastructure. Influenza surveillance programs sponsored by GEIS are primariliy laboratory based [with a] focus on collection and characterization of viral isolates sampled from military and civilian populations from approximately 273 participating sites in 56 countries in FY06 [Fiscal Year 2006], with an additional 38 sites in 9 countries that were added in FY07. Permanent overseas medical research laboratories are located in Egypt [the largest], Indonesia, Kenya, Peru and Thailand, and serve as collaborative centers with host nation research entities, the World Health Organization and the Centers for Disease Control and Prevention. In this website, http://www.afhsc.mil/About_GEIS.asp, money to support this global network records that, “In FY06 GEIS received congressional supplemental funding for pandemic and avian influenza which represented a fivefold increase in the annual GEIS budget…” Supplemental?!! ..Meanwhile…the domestic public health laboratories were on a down-spiral of cutbacks as the APHL webpage illustrates (see Pandemic Unfolding, http://www.aphl.org/AboutAPHL/publications/Pages/LMFeatSummer2009.aspx) so much so that by Mar/Apr and the arrival of the long-awaited pandemic, the public lab system scurried to enlist the resources of other U.S. programs, “Medicare and Medicaid Services, for example, [which] delayed its routine regulatory surveys and suspended influenza proficiency testing in state labs during the crisis.”…”Fiscal downsizing cost the the Washington D.C. and 50 state labs about 185 staff positions in the first quarter of this year, on top of significant losses last year.” Back in 2006, while GEIS was quintupling its annual budget…”FY06..the federal government disseminated $225 million to states for pandemic influenza preparedness through the Public Health Emergency Preparedness Grant, although public health laboratories received few of these dollars. No funds were allocated in FY08.”…”The emergency supplemental appropriations bill signed June 24 [2009] includes 260 million of immediately available funding for state and local..activities…Unfortunately, only a portion of $65 million will be spent on laboratories…public health laboratories were substantially left out of the federal stimulus package enacted in February..[The National Institutes of Health, by comparison, rec’d $10 billion in stimulus funding].”

ABC news reported on April 29 “To fight the epidemic, the Obama administration is asking Congress for 1.5 billion…to enhance our nation’s capability to respond to the potential threat of this outbreak. The government’s request underscores how seriously US officials are treating the threat.” http://abcnews.go.com/Health/SwineFlu/story?id=7456439&page=1. Yes, it does indeed. Americans are accustomed to measuring ‘seriousness’ in dollars.

In the http://www.afhsc.mil/About_GEIS.asp page, the reason for the existence of the GEIS program is summed up by its director, CAPT Kevin Russell, MD : “The victory over infectious disease that we thought we had from the antibiotic era showed our understanding of infectious disease was arrogant, and it was incomplete.” He doesn’t mention exactly when he thinks the antibiotic era ended, or how the global system is going to resolve the incompleteness, but as the 2008 RAND study highlights, the DoD is demonstrating its preparedness by the quality of the surveillance: laboratory-based surveillance.

—[presenting a photo slide show]…”this is our new home..just outside the beltway [in Wash.DC] within site of the Mormon Temple…This in fact will be probably the first home of the Armed Forces Health Surveillance Center, a new entity which is expected to take shape in the coming months. This will not be an operations center, but rather a communications center which will handle the flow of information for outbreak investigations…
…just to let you know, we are working at an interagency level on a weekly basis, working a lot of very strategic issues…

We have a collaboration going on with NASA at the present time where they use a variety of modalities of satellite imagery and modeling..

…and we’re looking again at respiratory disease…In Afghanistan..we might have pertussis…Adenovirus as you’ve been previously briefed by Kevin Russell, continues to be a problem at our basic training posts…hepatitis E is a concern of ours in deployed forces…these are just some of the ticklers…

[page 20] Let me talk about some of the relationships that GEIS is forming…
..with France [tropical medicine institute in Marseilles, part of Pasteur]…Places like French Guiana in the northern part of South America is actually considered part of the country of France. It’s called a Departement. It’s not a colony…
…[Africa] last year, 20,000 cases of meningococcal disease in the Ivory Coast, and this included 1,600 deaths…

…work that GEIS is doing also with the State Health Department in Bavaria…the Germans’ work is nearly always with the U.N. They have some very interesting lab capabilities with the Microbiology Institute in Munich. The director is Colonel Dr. Finke…[who] prior to reunification of Germany was actually head of the BW Program for East Germany so he has tremendous background in plague…

Let me move on and talk in particular about flu very quickly…documents that many of you are aware of from the White House, the National Strategy. Stemming from that was the National Implementation Plan which had a total of 323 tasks that were given to the cabinet-level secretaries. Of those 323 tasks, 114 of those came to the Dept. of Defense [DoD]…six of those relate to the work of GEIS.

[page 25] We do 3 types of lab-based surveillance for flu, and I am going to go through each of these very quickly. We are collecting isolates from 56 countries [9 more countries were added in 2007] and I can tell you that I think that’s more than any other entity on the face of the planet right now…
…We also do special population-based surveillance at the basic training sites…In addition we now are putting PCR machines aboard some of the ships that are part of these three different fleets…we need to know what’s going on, and we need good answers.

..Central Europe [EUCOM] is now participating in laboratory base surveillance. They do ILI surveillance [InfluenzaLike Illness]…isolates are sent to the Primary Reference Lab which is now at Landstuhl.

A couple of things that were different in terms of seasonal flu epidemiology this year, the predominant strain of flu in the States was an H1 whereas in Europe it was an H3…

…internationally..I’ll just talk about flu…[there’s] work that’s going on regionally in Nepal and Thailand…a new effort going on in Cebu City in the Philippines…
There’s a big question as to why have we not seen bird flu yet in the Philippines…everything is there…Maybe we haven’t been looking hard enough…we’re building up a BSL-3 lab there for their use as well.

In Indonesia..exactly a year ago..[in] the northern part of Sumatra, not so far as Banda Aceh where the tsunami was, but a part of the same island..this family..died of H5N1…
…obviously of international concern because we went to look, and this was a team effort with W.H.O., C.D.C. and members of the Navy lab, at the chickens and the pigs, they were not able to isolate H5N1…this may be a lead for future research, that there may be certain genetic elements to who gets sick and how severe their illness is…

There’s a lot of work that we’re doing in South America. We went to Buenos Aires…in the Andean Ridge countries, helping them to build their own capacity…but in addition to collecting isolates. Beyond that, new effort is in fact working with Billy Koresh with the Wildlife Conservancy doing bird surveillance…but in addition looking for other new novel influenza viruses.

In Kenya we have..the largest influenza surveillance effort in sub-Sahara Africa…We intend in the coming months to expand to Uganda and Cameroon…in the month of June I’ll be making a trip..to confirm the preparation…We’re also looking to go to Nigeria. As many of you know, we have an extensive DoD HIV presence in many countries as far as PETFAR and DEHAP…

[page 31] A real workhorse for us is the Cairo lab in Egypt, working in many countries. They have the unique position of being the Eastern Mediterranean Regional office for W.H.O. for influenza. So when you hear about flu in Turkey or the Stans or in Egypt, any of those EMROC related countries, the Cairo lab is the one that has done the the diagnostic work, period…they are the ones..to actually do the investigation…They are the ones to detect and confirm H5N1 in poultry in Ghana…in this next year they’ll be collecting even more specimens. It’s becoming quite an industry for them.

…we have an ongoing collaboration with Global Health, with Dr. Steve Blount at the Centers for Disease Control…we talk to them on the phone on a regular basis. They have a parallel program called Global Disease Detection which looks alot like GEIS, but it’s CDC. We are collaborating with them. In fact, they have an individual who is now assigned to the Cairo lab to help the CDC start to build some of their efforts in that country and in that region…[and] other isolates and other work that is occurring along the Nile.

[Question and Answer segment]:
…they do have the ability in many of these labs to do their own virology work, higher-level diagnostics. But we work closely with the CDC to make sure that we’re matching…
…the only place that we’ve had any issues right now have been Jakarta…Of course, the international health regulations that the W.H.O. is promulgating call for the sharing of isolates…It certainly hasn’t stopped our progress, but it underscores the importance of having a full-functioning BSL-3 in a country so that if the isolates can’t leave, at least we’re able to work with the virus locally…But..that’s a burgeoning issue.

[regarding numbers of GEIS personnel, Col. Erickson replies]..At my immediate reach I’ve got about 15 people at the GEIS headquarters…you won’t see a whole lot of people, but very senior people who are managing the network. Across the network..literally thousands of individuals…there is not a set training for people to belong to GEIS. There are training programs for those who are working in the labs…

[regarding the inclusion of China]..We’ve had a number of good contacts..

[the Questioner says] I had an opportunity to look at [the new GEIS command facility] with Dr. Poland and it’s one of those gee-whiz–wow things..very state-of-the-art…at what point would you activate that COM center..in other words, the size of the outbreak?
[Col. Erickson response]..In the coming months we’re going to be practicing with the technology…we’ll be doing some notional exercises. My sense is when we reach the point where we have an outbreak, and it could be any emerging infectious disease but flu is the one for which it is funded, at that point..where we need to have situational awareness 24/7, that’s really the point…

[page 42, the Questioner says]..the other thing that’s happening now, there is a movement afoot politically and legislatively for something called One Medicine which is really the notion of veterinary medicine and human medicine [that] have been separated far too long…is there a way to standardize this?
[Col. Erickson replies]..I’ll have to slip you a $20 bill later..you giving me this plug…Three of..my immediate staff are veterinarians. I’ve mentioned Billy Koresh with the Wildlife Conservancy, one of our people brought over from USDA….In fact, this was one of our goals for 2007…it may very well be that within animal populations..would be our early warning.

[regarding the fleet capability of PCR testing, Col Erickson replies]..Just so you know, we’re talking about LightCycler machines, standard PCR methodologies. Not every ship would have them…

Jane Burgermeister has had a lot of bumps in the road bringing forward the message of a planned pandemic, including an inner circle of scurrilous characters who appear to waging psy-ops on the public and provided a substantial amount of content to her “Charges of Bioterrorism” (two articles here on the subject). Over the past couple of months she has distanced herself from people like Drs. William Deagle and True Ott among others. Project Camelot producers have this new film of a gracious Jane Burgermeister, well-spoken and direct, urging your effort and attention. This is a quality of message I can support and applaud, sharing many of the same conclusions and opinions about this plan-demic. Points of disagreement are already here in the blog or will be addressed, but the overall statement of manipulation to facilitate One World Government is succinctly presented in this film byJane Burgermeister.
